Who is leading innovation at your health system?

There is a trend currently as to who is leading the innovation department in the health systems. When you start exploring the role of the chief innovation officer, we are starting to see leaders without any technology background. Is that the right trend as some are out there buying new solutions and calling it "innovation". My observation is in the video below.
